Quebec Provincial Nominee Program

The Quebec Skilled Worker Program (QSWP) allows international to immigrate to Quebec as skilled workers. Quebec is one of Canada’s ten provinces and ranks as the second most populous province following Ontario. Quebec boasts an advanced, market-oriented, and open economy. Over the past decade, the province’s economy has experienced significant transformation, establishing a robust foundation in the knowledge economy. It currently holds one of the highest gross domestic product (GDP) growth rates in Canada.

What is the Quebec Provincial Nominee Program?

The province of Quebec has established immigration programs aimed at attracting international entrepreneurs. Among these is the Quebec Entrepreneur Program (QEP), which allows entrepreneurs to either start a new business or acquire and manage an existing business within the province.

To qualify under this Program:

  • You must be at least 18 years old.
  • You are required to submit an Expression of Interest through the Quebec Portal, where all profiles will be maintained.
  • Profiles in the database will be evaluated based on a scoring system that considers five factors: age, education, work experience, fluency in English or French, and adaptability to the local environment.
  • If a profile’s educational qualifications are equivalent to a local secondary school diploma, it will receive a minimum of 2 points in the education category.

Quebec Immigration Programs

Quebec annually selects the majority of overseas nationals for immigration through the Economic Class, which includes the following programs:

➔ Quebec Skilled Workers Program

This program allows overseas nationals to settle in Quebec to take up employment that which they are qualified. The determination of qualifications is primarily based on the candidates’ experience, education, and other selection criteria.

➔ Quebec Experience Program

This program is for overseas nationals who have worked in Quebec for at least one year within the two years preceding the application date or who have obtained a recognized diploma from a Quebec educational institution within three years prior to the application, having completed a minimum of 50% of the program duration in Quebec, and who can demonstrate proficiency in the French language at an intermediate-advanced level through standardized assessments.

➔ Quebec Entrepreneur Program

To qualify for the Quebec Entrepreneur Program, individuals must operate a business that they have created either independently or in partnership. They must also have received an offer of service from a university entrepreneurship center, incubator, or business accelerator, or establish a business with at least 25% ownership, or acquire a business with a minimum of 51% control.

➔ Quebec Self-Employed Worker Program

This program allows overseas nationals to arrive in Quebec to find job for themselves by practicing a profession listed in the NOC – National Occupational Classification.

The selection process for economic-class immigrants is conducted based on a points system. The Immigration Department of Quebec, known as MIDI: Ministre de l’immigration, de la Diversité et de l’Inclusion, typically legislates through a Ministerial Order.

➔ Quebec Investor Program

This program is designed to facilitate a quicker settlement compared to other methods. To qualify, applicants must possess a substantial amount of savings, have experience in managing work projects and personnel, and be prepared to invest a portion of those savings with the Quebec government for a specified duration.

How to apply for the Quebec Provincial Nominee Program?

1. Ensure Your Eligibility

Applicants are required to assess the most appropriate program in relation to their eligibility and goals. Collaborating with a Regulated Canadian Immigration Consultant (RCIC) is one of the most effective methods to identify which program—be it the RSWP, PEQ, Pilot, or business immigration programs—you qualify for the most.

2. Fill out Your Forms

Applicants must establish, complete, and register an account on the Quebec Immigration website, followed by the submission of an online application form.

3. Gather Your Documentation

After selecting a program, applicants need to compile all necessary documents, including identification papers, educational qualifications, letters of work experience, language test results, and proof of financial resources.

4. Pay Your Fees

Upon submission of the online application, applicants are required to remit the necessary fees. The processing fees for the Quebec Immigration PNP may differ based on the selected program.

5. Submit the application

Following the submission of the application and the payment of fees, applicants must await the Quebec government’s review of their application and the subsequent decision.

Generally, processing may take between 6 to 12 months for the Quebec Skilled Worker Program (QSWP), whereas the Quebec Experience Program (PEQ) provides a quicker processing timeframe of approximately 6 months.
