The Nova Scotia Nominee Program (NSNP) is an immigration initiative managed by the province of Nova Scotia in Canada. The Nova Scotia PNP is specifically crafted to draw skilled professionals, entrepreneurs, and international graduates who possess the necessary skills and experience sought by Nova Scotia’s labor market and who aspire to establish permanent residency in the province to take advantage of the Nova Scotia PNP program.
The Nova Scotia Provincial Nominee Program (NSPNP) consists of five distinct streams:
- Nova Scotia Demand Express Entry
- Nova Scotia Experience Express Entry
- Nova Scotia Skilled Worker
- Nova Scotia Entrepreneur
- International Graduate Entrepreneur
Nova Scotia Demand Express Entry
The Nova Scotia Office of Immigration runs its own Express Entry stream. This initiative allows the province to nominate eligible candidates for entry into Canada through the federal Express Entry immigration framework, independent of a sponsoring employer. The province selects qualified individuals from the federal Express Entry pool.
Nominations are determined using a points-based system, requiring applicants to achieve a minimum score of 67 out of a total of 100 points across the following criteria:
- Education and Training;
- Work Experience;
- Language Proficiency;
- Age;
- Connections to Nova Scotia, which may include family ties, job offers, or work or study experience within the province.
Additionally, applicants must fulfill the following essential requirements:
- One year of work experience within the last five years;
- At least one year of work experience in their selected profession in an occupation categorized as Skill level 0, A, or B according to the National Occupational Classification (NOC);
- A Canadian Language Benchmark (CLB) score of 7;
- Adequate financial resources are required if applying without a confirmed job offer.
Nova Scotia Experience Express Entry
The Nova Scotia Experience Express Entry stream is for skilled workers who want to reside permanently in Nova Scotia. Applicants are required to possess a minimum of one year of experience working in a high-skilled occupation within Nova Scotia.
Individuals applying under this category must fulfill the following requirements:
- Possess at least one year of work experience in Nova Scotia;
- Be between the ages of 21 and 55;
- High school diploma or equivalent to a Canadian one
- Language proficiency as per the Canadian Language Benchmark (CLB). Candidates must achieve CLB 7 for skilled positions classified under the National Occupational Classification (NOC) 0 and A. For NOC B roles, candidates are required to attain CLB 5.
- Have a profile submitted in the Citizenship and Immigration Express Entry system.
Nova Scotia Skilled Worker
The Skilled Worker stream assists employers in recruiting foreign workers and recently graduated international students whose skills are in demand in Nova Scotia. An employer is permitted to hire foreign workers only for positions that they have been unable to fill with permanent residents or Canadian citizens.
Candidates in this category must fulfill the following requirements:
- Possess a full-time permanent job offer from a Nova Scotia employer;
- One year of work experience
- Semi-skilled and low-skilled workers must have six months of experience
- Be between the ages of 21 and 55;
- Hold a high school diploma;
- Possess the necessary training, skills, or accreditation for the job;
- Demonstrate language proficiency equivalent to Canadian Language Benchmark (CLB) Level 5 if you are a skilled worker. If your first language is English or French, that suffices as proof. Semi-skilled and low-skilled workers must provide test results to demonstrate they meet CLB 4, even if their first language is English or French.
- Exhibit sufficient financial resources to successfully establish themselves in Nova Scotia.
Nova Scotia Entrepreneur
The Entrepreneur Stream is designed for seasoned business owners or senior business managers who want to live in the country. They are required to either establish a new business or acquire an existing one and must engage actively in the daily management of the business. After operating the business for a year, the entrepreneur may be eligible for nomination.
Candidates in this category must fulfill the following requirements:
- Be at least 21 years old;
- Intend to live permanently in Nova Scotia while managing a business in the province;
- Possess a minimum net worth of $600,000;
- Invest a minimum of $150,000 of personal funds to set up a business in Nova Scotia;
- Have a minimum of 3 years of experience in actively managing and owning a business (with at least 1/3 ownership) OR over 5 years of experience in a senior management position;
- Achieve a score of at least 5 on the Canadian Language Benchmark in speaking, listening, reading, and writing in either English or French;
- Complete an online Expression of Interest, which will be accessible at 12 noon (AST) on January 1, 2016;
- Obtain an Invitation to Apply from the Nova Scotia Office of Immigration.
International Graduate Entrepreneur
The International Graduate Entrepreneur Stream is designed for graduates from a university in Nova Scotia. These individuals must have initiated or acquired a business in Nova Scotia and have operated it for a minimum of one year. Applications to this stream are accepted by invitation only.
Candidates applying under this category must fulfill the following requirements:
- Intend to reside permanently in Nova Scotia while owning and actively managing a business in the province;
- Possess at least one year of continuous experience in actively managing and owning their current business in Nova Scotia (with a minimum of 100% ownership);
- Have obtained a degree or diploma after completing at least two academic years of full-time, in-person study at a university in Nova Scotia or the Nova Scotia Community College;
- Hold a valid post-graduation work permit;
- Achieve a minimum score of 7 on the Canadian Language Benchmark in speaking, listening, reading, and writing in either English or French;
- Complete an online Expression of Interest, which will be accessible at 12 noon (AST) on January 1, 2016;
- Receive an Invitation to Apply.
How to Apply for the Nova Scotia Nominee Program?
1. Selecting the Appropriate NSNP Stream
Candidates must determine which NSNP stream aligns with their profile (for instance, a skilled worker, entrepreneur, or another graduate).
2. Satisfying Eligibility Requirements
This entails fulfilling the work experience criteria, educational qualifications, and language proficiency standards.
3. Submitting an EOI or Direct Application
The goal is to submit an Expression of Interest (EOI) for certain streams (such as for Entrepreneurs or Labor Market Priorities). Conversely, for others (like Skilled Workers), a direct application is necessary.
4. Receiving Nomination
Once the application is approved, the province of Nova Scotia will provide a Provincial Nomination Certificate.
5. Applying for Permanent Residence (PR)
Once applicant receive the nomination, they must apply for permanent residence to IRCC within a period of 6 months.
6. Relocating to Nova Scotia
After obtaining PR status, one will need to adapt to life in Nova Scotia while adhering to specific program guidelines.
Nova Scotia PNP Processing Duration
The processing times for NSNP applications are entirely contingent upon the chosen visa pathway. Typically, the processing duration for eligible candidates is approximately three months or occasionally longer.
