What is the Canada Provincial Nominee Program

The Provincial Nominee Program is a Canadian immigration route that allows individual provinces and territories to nominate foreign workers, business people, and international graduates for permanent residency based on local market needs and economic factors. There are more than 80 streams in the program covering 11 provinces and territories.

According to Canada’s Immigration Level Plans 2026-2028, the federal government planned to increase the PR admissions target to 91,500 in 2026, an increase of approximately 66% from last year, with the target rising to 92,500 in 2027-28.  Each province designs its own PNP streams based on various factors such as:

Pathways to Canada PNP

There are separate pathways to Canada's Provincial Nominee Program (PNP) admissions, with two major ones: Express-Entry-aligned PNP streams (enhanced) and Base PNP streams. 

1. Express Entry Aligned PNP Streams (Enhanced)

Applicants receiving a provincial nomination are awarded 600 CRS points, increasing their chances of receiving an ITA from the immigration department for permanent residence. Eligibility depends on creating an Express Entry profile and qualifying for a federal immigration program, such as the Canadian Experience Class (CEC) or the Federal Skilled Worker Program (FSWP).

2. Base PNP streams

The base PNP streams are independent of Express Entry-aligned streams. Candidates apply to the provincial nomination first, and upon nomination, submit their Permanent Residency (PR) application to the federal government. Base PNP Stream is an important pathway for candidates with specific provincial requirements or who couldn’t qualify for Express Entry streams. 

How many PNPs are there in Canada

There are 11 Provincial Nominee Programs in Canada, each with its own nomination streams and selection criteria. Quebec operates its own immigration programs, whereas Nunavut doesn’t currently have a nomination program.

Ontario Immigrant Nominee Program (OINP)

Historically, 9 specialised streams were revoked under the updated Ontario PNP framework in 2026. Under the new framework provisions, there is a heavy focus on occupation-specific invitations in sectors such as Healthcare, education, and skilled trades. New stream categories are under consideration, with the employer verification rules made stricter. 

British Columbia Provincial Nominee Program (BC PNP)

BC PNP is an economic immigration program that nominates workers and entrepreneurs who can contribute to British Columbia’s labour market and economic goals. In the restructured PNP framework, there are the top three priorities:

• Care: Healthcare, education, veterinary, and childcare support services

• Build: Infrastructure and construction-focused sectors.

• Innovate: High-skilled, high-demand occupations with long-term, crucial impact, support, and economic growth.

In 2026, the British Provincial Nominee Program was revamped, discontinuing international graduation pathways, priority tech draws, and entry-level and semi-skilled routes while prioritising healthcare, construction, and high-economic-impact sectors. The nominee program operates through two main immigration pathways:

• Entrepreneur Immigration

Alberta Advantage Immigration Program (AAIP)

How to apply for Canada PNP through the Express-Entry

Applicants must create an Express-Entry profile and either be approved for one of the federal economic immigration programs and indicate their interest in a specific provincial nominee program, or be identified by a province in the Express-Entry pool. Upon approval, candidates receive a nomination, thereby adding 600 CRS points to their profiles, significantly increasing their chances of receiving an ITA for Permanent Residency.

After receiving an Invitation to Apply (ITA), the candidate can submit a Permanent Residence application to the federal government.
