Canada Announced Changes In The Express Entry System On October 16, 2026

Canada announced major changes to the Express Entry system on October 16, 2026, affecting how the Comprehensive Ranking System awards points to candidates in high-wage jobs or with a qualifying job offer from an eligible employer in Canada.

Lena Metlege Diab, Minister of Immigration, Refugees and Citizenship Canada (IRCC), announced the changes to the Express Entry system. The changes will take effect on November 03, 2026; until then, IRCC will not announce any draws. After the changes take effect, IRCC may announce multiple selection draws after November 03, 2026.

What is the Express Entry System?

Express Entry is an online system for candidates who are seeking Permanent Residency in Canada through various skilled worker programs, which are:

  • Canadian Experience Class (CEC)

  • Federal Skilled Worker Program (FSWP)

  • Federal Skilled Trades Program (FSTP)

The system manages applications from candidates who submit their PR applications based on the CRS score IRCC assigns once it shortlists profiles for the Express Entry pool, then sends invitations to candidates who meet the minimum CRS score.

What changes were made to Express Entry?

IRCC introduced a Labour Market Integration factor for the Comprehensive Ranking System. As a result, points will be awarded to candidates with Canadian Work Experience. Applicants in high-wage sectors or with a qualifying job offer will also receive additional points.

Changes to the CRS points system

Candidates with Canadian Work Experience and a qualifying job offer will get an additional points boost. Here’s the breakdown of the points-awarding system:

Wage Threshold

Canadian Experience Class

Qualifying Job Offer

Median wage twice the national median wage

70

100

Median wage 1.5 times the national median wage

40

70

Median wage 1.3 times the national median wage

20

50

Few Important points to remember

  • The qualifying job offer must be for a full-time period, continuous for at least 1 year.

  • Candidates cannot combine additional points for Canadian experience class and qualifying job offer.

  • Whichever wage threshold the applicant meets, and whichever category the candidate scores higher in, IRCC will award that many points.

  • The maximum limit for the Labour Market Integration Factor is 150 points without a spouse/common in-law partner.

  • The maximum limit for the Labour Market Integration Factor is 140 points with a spouse/common in-law partner.

  • Candidates who have already submitted their profiles will have their profiles and scores recalculated once. Applicants must make these changes before November 3, 2026, in their profiles.

Qualifying Job Offer Requirements changed

The Labour Market Impact Assessment (LMIA) requirement has been removed from qualifying job offers. Immigration, Refugees and Citizenship Canada (IRCC) used it to award CRS scores to applicants in the Express Entry pool, based on the designated federal program under which the candidate applied: FSTP, FSWP, or CEC.

An LMIA authorizes a local employer to hire a foreign worker after a market assessment shows the employer can’t fill the vacancy locally. However, an LMIA doesn’t automatically qualify an application for an ITA; eligibility depends on various factors.

But the LMIA requirement for qualifying job offers has been removed; after November 03, 2026, candidates will no longer receive additional CRS points for having an LMIA.

What do these changes mean for candidates?

IRCC's revised changes reflect Canada’s immigration authorities' increased emphasis on including every category of worker. Every overhaul by Immigration, Refugees and Citizenship Canada (IRCC) closes loopholes in the immigration system. This means candidates from any wage sector or with a qualifying job offer can submit their PR applications in Canada and realize their dreams of moving abroad and building a stable career there.

While the LMIA is removed, candidates will not be significantly affected because they can still compete with their existing and recalculated CRS scores and receive an invitation from IRCC to apply for Canadian PR.

Also, it must be noted that although your profile can receive additional CRS points, it in no way guarantees an Invitation to Apply. An applicant's chances of receiving an ITA depend solely on their overall profile and how well it aligns with the program you applied for.

Meta Description: IRCC announces major changes to the Express Entry system, and no draws will be announced till November 03, 2026, to implement these changes.
