What are Provincial Nominee Programs?

Every province, with the exception of Quebec and Nunavut, has a number of PNP streams. Because various streams were formed by provinces to help them achieve their respective immigration goals, the qualification conditions and application processes for these streams differ. PNPs, on the other hand, are a popular option since they may be the shortest path to Canadian permanent status.

Any decision on Canadian permanent residency must be legally ratified at the national level by the federal government; the provinces of Canada are not authorized to do so. As a result, the provincial programs are classified as “nominee” programs.

A successful PNP candidate will get a nomination from the province to seek permanent residency with the federal government. This means that the first step in a two-step process is always to come to Canada through a PNP. Before filing an application at the federal level, an interested immigrant must first get provincial permission.

How to apply for a Canadian Provincial Nominee Program

Express Entry Provincial Nominee Programs

In order to manage applications for permanent residence made under the same important economic immigration programs, Canada introduced Express Entry in 2015. Since then, many Canadian provinces and territories have developed ‘improved’ PNP streams that are compatible with Express Entry. This suggests that in order to be qualified for specific PNPs, a candidate must have an Express Entry profile.

If an application is submitted through a PNP that is aligned with Express Entry, the applicant can then add 600 CRS (Comprehensive Ranking System)points to their overall score. Their invitation to apply (ITA) for permanent residence in the upcoming Express Entry draw is all but guaranteed.

An applicant must submit a non-Express Entry federal application for permanent residence as a provincial candidate if they receive a nomination from a PNP that is not in alignment with Express Entry. Federal permanent residence applications submitted without using Express Entry’s computerized system may take substantially longer to complete.

Eligibility for a Canadian PNP

You may be qualified for a Canadian PNP if you have a link to a province, employment experience, or talents that are recognized as in demand.

The eligibility criteria for PNPs differ per province. PNPs are often set up such that they draw people who are readily able to contribute to the economy and have a high likelihood of staying in that province since they are part of a strategy for economic immigration. As a result, several PNPs give priority to immigrants who have a work history in the province’s most in-demand professions. 

Because it increases the possibility that they would remain in the province, some PNPs choose immigrants who have ties to it, such as a family. Like with other economic immigration programs, young candidates with excellent language skills, high levels of education, and relevant work experience stand a better chance of being accepted.

Cost to immigrate through a PNP

Depending on the program, the price of immigration through a Provincial Nominee Programme might be anywhere from $2,300 and $3,800 CAD. Some jurisdictions do not impose processing fees to applicants, however, others, such as Ontario, charge up to $1,500 CAD.

Processing time for a PNP application

Province-specific processing times for nomination submissions vary, although they often take a few months. Under a PNP program, applying for Canadian permanent residency requires two phases.

You must first apply to the province. You must next submit your application to the federal government after that has been authorized. Then you may only be granted permanent residency in Canada by the federal government.  Whether you submitted a “basic” or “enhanced” PNP application will affect how long it takes to process your application for permanent residence.
